Opening a small gym

Okay, I've been in the fitness industry for quite some time but now i want to open a small gym. I asked a few gym owners about the expenses for opening and running a small business and they all mentioned different costs. One told me that liability insurance and property insurance together will be approximately 200-300 dollars a month. Another owner told me that 500-700 a month will be for membership management services. They also mentioned some licensing fees and possibly health department permits which i don't know what those are. I'm honestly lost so please can someone help me with this? thanks

Yeah, I have a rough idea about the cost of equipment along with the marketing. For the time being I plan to be myself and my brother employed and will expend in the future.
